According to party sources, Chief Minister Nitish Kumar was earlier authorized to take the final decision in the JD(U) legislative party meeting. Following this, Nitish Kumar gave the final approval to the name of his most trusted and experienced leader, Shravan Kumar.

Shravan Kumar is considered one of Nitish Kumar’s most trusted leaders. He has been a long-time MLA from Nalanda and has been elected to the Bihar Legislative Assembly for eight consecutive terms since 1995. He has been associated with Nitish Kumar since the Samata Party era.

Political analysts believe that Shravan Kumar has played a crucial role in maintaining coordination between the party organization and the government. He has also handled important ministries such as Rural Development several times.
