Amid Allegations of Bluetooth Devices, Solver Gangs and Organised Malpractice, BPSC Takes Major Decision: Two Recruitment Exams Including AEDO Cancelled, 32 Candidates Debarred; Commission Says “No Evidence of Paper Leak, But Attempts Were Made to Compromise Exam Integrity”

The credibility of government recruitment examinations in Bihar has once again come under serious scrutiny. The Bihar Public Service Commission (BPSC) has cancelled the recruitment examinations for Assistant Education Development Officer (AEDO) and Assistant Public Sanitation & Waste Management Officer. The Commission took this decision after allegations surfaced regarding the use of Bluetooth devices, electronic networks, organised malpractice, and the involvement of alleged solver gangs at examination centres.

According to the BPSC press release, all nine sittings of the written (objective) competitive examination for Assistant Education Development Officer, conducted between April 14 and April 21, 2026 under Advertisement No. 87/2025, have been cancelled. In addition, the written (objective) examination for Assistant Public Sanitation & Waste Management Officer held on April 23, 2026 under Advertisement No. 108/2025 has also been annulled.

The Commission clarified that no direct evidence of question paper leakage or viral circulation has been found so far. However, FIRs registered in several districts, reports circulated on social media, and findings submitted by district administrations indicated that there had been a “systematic attempt” to compromise the integrity of the examinations.

32 Candidates Debarred, FIRs Registered in Several Districts

BPSC stated that due to the vigilance of district administrations, attempts to facilitate cheating through Bluetooth and other electronic devices were detected at multiple centres during the examinations. The Commission has debarred 32 candidates from appearing in future examinations.

According to reports, FIRs have been lodged in districts including Nalanda, Gaya, Begusarai, Sheikhpura, Munger, and Patna. Investigating agencies are examining whether organised groups were transmitting answers to candidates through technological means.

‘No Paper Leak, Then Why Cancel the Exams?’

This question is now being widely debated among lakhs of aspirants. BPSC maintains that although there is no evidence of a paper leak, any “attempt to compromise the sanctity of the examination” is itself a serious matter. The Commission stated that cancelling the examinations was necessary in the larger interest of meritorious candidates and to uphold transparency in the examination system.

Experts believe the Commission is unwilling to take any risks this time. In 2022, the 67th BPSC Preliminary Examination was also cancelled following a paper leak controversy. Subsequently, recruitment processes including the TRE-3 examination also faced allegations and controversies.

A New Model of High-Tech Cheating?

According to investigating agencies, there is suspicion that a “high-tech cheating module” was used instead of traditional methods of malpractice. Bluetooth earpieces, micro-communication gadgets, and external solver networks were allegedly used to transmit answers to candidates.

Reports suggest that extremely small electronic devices were recovered from some candidates, making them difficult to detect during routine frisking. This has intensified demands for stricter searches and advanced digital scanning at examination centres.

Massive Disappointment Among Aspirants

The AEDO recruitment drive was considered one of Bihar’s major recruitment processes. Nearly 935 vacancies had attracted applications from lakhs of candidates. The examination was initially scheduled for January 2026 but was later postponed to April. Its cancellation has now left aspirants deeply disappointed.

On social media, several students questioned why the entire examination was cancelled if no paper leak had been proven. At the same time, many candidates supported the Commission’s decision, arguing that “the entire system should not be discredited because of a few individuals.”

Questions Over Coaching and Mafia Networks

Over the past few years, the influence of coaching centres, solver gangs, and technological cheating networks around competitive examinations in Bihar has steadily grown. BPSC had earlier issued warnings to certain coaching institutes over misleading claims and suspicious examination-related activities.

Experts believe that unless technological surveillance, digital jamming systems, biometric verification, and cyber monitoring are strengthened at examination centres, such organised networks will continue to operate.

What Happens Next?

As of now, BPSC has not announced fresh dates for the re-examinations. The Commission reiterated that conducting transparent and malpractice-free examinations remains its top priority. It is expected that future examinations will be held under much stricter security arrangements.

The entire episode has once again raised a larger question over Bihar’s recruitment examination system — has ensuring transparency in examinations become one of the biggest administrative challenges in the technological era?
