Bihar’s Urban Revolution Begins: Satellite Townships to be Developed in 11 Cities, Including Patna, Darbhanga, Muzaffarpur, and Purnia; Ban Imposed on Land Buying and Selling in All 11 Cities, Blueprint for World-Class Infrastructure Prepared

To give a new direction to urban development in Bihar, the state government has taken a major and ambitious step. In a cabinet meeting chaired by Chief Minister Samrat Choudhary, a plan to develop greenfield satellite townships in 11 major cities of the state has been approved. Along with this decision, restrictions have been imposed on the purchase, sale, and construction activities of land in these areas until further orders.

According to government sources, this scheme has been designed with a focus on planned urbanization, infrastructure development, and employment generation in Bihar.

Which cities will get new satellite townships?

The 11 cities included in this ambitious plan are:

Patna
Darbhanga
Saharsa
Purnia
Gaya
Muzaffarpur
Bhagalpur
Chapra
Sitamarhi
Sonpur

Special Zones and Core Zones have been identified in these cities, where development activities will be concentrated.

Ban on land transactions, master plan to be implemented

The government has clearly stated that in the identified areas, all land transactions including purchase, sale, transfer, and new construction activities will remain suspended until the master plan is implemented.

This restriction will be applied in two phases — first phase till 31 March 2027 and second phase till 30 June 2027.

Vinay Kumar, Principal Secretary of the Urban Development and Housing Department, said that this is a historic decision aimed at making urban development in the state more organized and modern.

What will be the impact of this scheme?

The government claims that world-class facilities will be developed in these satellite townships, including modern housing, improved road networks, education and healthcare facilities, and industrial zones. This will not only reduce pressure on existing cities but also generate large-scale employment opportunities.

Experts believe that if the plan is successfully implemented, Bihar could set a new model of urbanization that may serve as an example for other states.

A major step towards policy transformation

This scheme was initially approved at a preliminary level during the Nitish Kumar government in 2025, which has now been further strengthened and formally structured by the new cabinet.

The decision is being seen as a major experiment in transforming Bihar’s urban infrastructure. In the coming years, the success of these 11 satellite townships will determine how modern and organized Bihar’s urban future becomes.
