Major decision on organizational expansion at CPI(ML) conference; Kunal re-elected State Secretary; announcement of intensified struggle against “bulldozer rule”

CPI(ML) Liberation’s 12th Bihar State Conference concluded on Sunday after three days of extensive political debate, organizational review, and the formulation of future strategies. The conference witnessed detailed discussions on the current political situation in the state, expansion of mass movements, and strengthening the organization at the grassroots level.

On the final day, a 107-member new State Committee was unanimously formed, in which Comrade Kunal was once again elected as State Secretary. The new committee includes 27 new members, while 13 comrades have been included as special invitee members. The party leadership described this as an important step toward infusing new energy into the organization and encouraging greater participation of the younger generation.

Addressing the conference, CPI(ML) Liberation General Secretary Dipankar Bhattacharya said that both the country and Bihar are currently passing through a serious political phase. He alleged that the ruling BJP at the Centre and its allies are continuously attacking democratic rights, the Constitution, and the interests of the poor.

He stated that the conference has resolved to intensify the struggle against “bulldozer rule,” oppressive policies, and anti-democratic tendencies. Bhattacharya appealed to party workers to reach every village, hamlet, and neighborhood to intensify movements around issues concerning workers, farmers, youth, women, and students.

Observer V. Shankar said that Bihar has always been a state that shapes the direction of national politics, and its people have consistently fought to protect democracy and rights. He stressed the need for broader democratic unity.

In his remarks, he referred to the political situation in South India, mentioning DMK, and said that secular and democratic forces need to unite more strongly.

The conference unanimously passed the party’s action report and approved a 10-point agenda for future struggles. This includes full support for the proposed rural workers’ strike on May 20 and launching a mass outreach campaign covering 10 million poor families across the state from the same day.

Resolutions passed at the conference included demands for immediate implementation of the Women’s Reservation Act, a caste-based census, expansion of the equality movement, and a broad public agitation against alleged “bulldozer actions.” The conference also strongly condemned a recent statement by the state Education Minister, calling it against educational values and democratic principles.

Emphasizing organizational strengthening, the conference also decided to give greater leadership opportunities to youth, women, and grassroots activists.

The conference concluded with revolutionary slogans, reaffirming the commitment to democracy, the Constitution, and people’s rights.
