Following the NDA’s resounding victory in the Bihar Assembly elections, political activity surrounding the formation of the new government has intensified in both Patna and Delhi. JD(U) National Executive President Sanjay Jha and Union Minister Lalan Singh were suddenly summoned to Delhi. Both leaders flew to the capital on a special aircraft and have been holding continuous meetings with the central leadership. Sources indicate that the visit aims to finalize the allocation of ministerial portfolios and power-sharing arrangements within the alliance.

Prior to this, Sanjay Jha and Lalan Singh had visited Delhi on November 14, where they met Union Home Minister Amit Shah and BJP President JP Nadda. After returning to Patna, they consulted with Chief Minister Nitish Kumar. Following Monday night’s fresh summons to Delhi, the political buzz has further intensified.

According to sources, detailed discussions are ongoing regarding portfolio allocation and the distribution of ministerial positions. Within the NDA, a consensus appears to have emerged on the “one minister for every six MLAs” formula. Under this scheme, approximately 35–36 ministers are likely to be appointed, with the BJP getting 15–16, JD(U) 14–15, LJP (Ram Vilas) three, and HAM and RLM one minister each.

Talks are also ongoing over the Deputy Chief Minister posts, with the possibility of appointing two to three deputies this time. BJP and other alliance partners are engaged in deliberations in Delhi to finalize this decision.

The BJP’s claim over the Home Ministry is also under discussion. However, it is considered unlikely that JD(U) will concede the portfolio of Chief Minister Nitish Kumar. Similarly, consultations are ongoing over the post of Assembly Speaker to reach a consensus between the parties.

The swearing-in ceremony of the new NDA government is scheduled for November 20 at Gandhi Maidan in Patna, which Prime Minister Narendra Modi is expected to attend. Prior to this, on November 19, proposals for dissolving the old assembly and holding legislative party meetings are to be passed.

Political analysts note that the new cabinet will be formed not only on the basis of numbers but also keeping in mind caste and regional balance. Final agreements regarding Deputy Chief Ministers and key ministries are yet to be reached.

With continuous meetings in Patna and Delhi, it is expected that the final cabinet composition and portfolio allocation will be announced within the next 24 to 48 hours.
